Moshe Mizrachi is the founding partner of Moshe Mizrachi, Noach, Kriegel & Co.

Adv. (CPA) Mizrachi is regarded as one of the top tax attorneys in Israel. Adv. Mizrachi served as Legal Advisor to the Israel Tax Authority between 2004 and 2011, and before that served as Legal Adviser to the Customs and VAT Division and Head of the Fiscal Department in the Jerusalem District Attorney’s Office (Civil and Criminal).
Adv. Mizrachi’s in-depth familiarity with the various layers of law, his being recognized by decision-makers at the Israel Tax Authority as being able to exercise profound and balanced discretion, and his unique, creative, and in-depth vision, both legal and financial, are expressed when representing his clients before the tax authorities, presenting creative solutions in civil and criminal fields, and when acting on material cases encompassing both fields, and in managing complex litigation cases. In recent years Adv. Mizrachi has acted on a variety of issues that received public attention:

  • Representing the Institute of Certified Public Accountants in Israel in a motion to join as an amicus curiae in the Robomatix case, which concerned a taxpayer’s basic right to introduce new evidence at the appeals stage in court; preparing an expert opinion for accountants regarding discrepancies between accounting-basis reporting and tax-basis reporting; preparing an expert opinion (together with the law firm Chen Yaari Rosen Ozer) on the effects on accountants of Amendment no. 14 to the Prohibition of Money Laundering Law.
  • Formulating a tax arrangement on behalf of the Israel Medical Association and approximately one thousand medical interns with respect to tax liability on grants of approximately ILS 750 million paid by the State of Israel to doctors in order for them to specialize in professions in dire need and at hospitals in the outlying districts.
  • Representing model Bar Refaeli in civil assessment and appeal proceedings and in criminal proceedings.
  • Representing the Ministry of Aliyah and Integration opposite government entities, in a motion to reject the position of the Israel Tax Authority to advance an amendment to statutes pertaining to tax and reporting exemptions for new immigrants.
  • Representing Dan Hotels in a dispute with the VAT authorities with respect to VAT liability for services to tourists.
